ALCC does not have a mandatory obligation to generate a well-being plan under the Well-being of Future Generations (Wales) Act 2015 .  Neither does any Community and Town Council (C&TC) in Blaenau Gwent. This duty lies with the County Borough Council of Blaenau Gwent. 

The Public Services Boards for Blaenau Gwent, Caerphilly, Newport, Monmouthshire, and Torfaen have joined together to make up the Gwent Public Services Board and they have published a document showing what they will do in the next 5 years to improve people’s well-being in Gwent. This is called the Well-being plan for Gwent (Easy read version). Well-being Plan for Gwent 2023-2028
